Good Friday morning:

At his appearance in Syracuse yesterday, Governor Cuomo announced that five of the state’s 10 regions had met the necessary metrics to move from “New York Pause” to the first phase of “New York Forward.”  Starting today, certain identified non-essential businesses in the reopened regions may resume limited operations.  The reopened regions are Finger Lakes, Southern Tier, Central New York, Mohawk Valley and North Country.  The remaining regions – Western New York, Capital District, Mid-Hudson, New York City, and Long Island – may begin reopening once they have achieved the metrics established by the state.

Under Phase One, the following industries may reopen with required worker safety practices and subject to the affected region continuing to meet the reopening metrics: construction; agriculture, forestry, fishing and hunting; retail (limited to curbside or in-store pickup or drop off); manufacturing; and wholesale trade.  The state has published guidelines and is requiring business certification.  The guidance and certification documents may be found here.

The reopening of other industries and the state’s remaining regions will proceed on a region by region basis, with a schedule determined by the achievement in each region of the established metrics.  Under this plan, New York’s industries have been grouped into four phases.  Phase two includes: professional services; retail; administrative support; and real estate/rental and leasing.  Phase three includes restaurants and food services.  Phase Four includes: arts, entertainment and recreation; and education.

The Governor has also announced $3 million in grants to businesses to manufacture supplies and emergency equipment.  MedTech has reached out to the Governor’s Office to assist in this process.  We encourage our members to contact us for more information on how they can assist in this process.
